Let your Representative know that manufacturers need Washington to address the regulatory burden we face in order to accelerate economic growth

There has been much talk on how regulations are hampering our ability to grow, create jobs and compete – but finally we’re starting to see the potential for Washington to take action. This week we expect the U.S. House of Representatives to begin officially “disapproving” several costly and burdensome regulations implemented by the Obama Administration. Manufacturers face 297,696 regulations, but this week we have the potential to begin to address 3 important regulations that directly affect manufacturers:

The “Venting and Flaring Rule”, issued by the Department of the Interior (DOI);
The “Stream Protection Rule”, also issued by the Department of the Interior (DOI); and,
The “Federal Contractor Blacklisting Rule” from the Federal Acquisition Regulatory (FAR) Council

Take action to let your Representative know that repealing these regulations is a priority for manufacturers!

Congress needs to understand that complying with needlessly onerous regulations is one of the top operational challenges manufacturers face by adding cost burdens to hiring, increasing salaries and wages, increased R&D and capital expenditures. We need Congress to begin to repeal unnecessary and costly regulations in order to strengthen manufacturing in America – and they need to hear from you.

Take action to contact your Representative and let him or her know that manufacturers support regulatory reform that eliminates duplicative and unnecessarily costly rules that only serve as impediments to growth and innovation.

Please Support Repealing Unnecessary Regulations

Dear Official,

As a manufacturer and a constituent, I urge you to support the resolutions of disapproval through the Congressional Review Act on the Department of the Interior’s (DOI’s) Venting and Flaring Rule and Stream Protection Rule (SPR), as well as the Federal Acquisition Regulatory (FAR) Council’s Blacklisting Rule.

Manufacturers strongly support environmental protection but policies must be applied in a manner that balances reasonable environmental objectives with the need to have a diverse resource portfolio, including continued cost-effective coal use. However, in modifying the regulations governing coal mining activities, DOI’s SPR fails to strike this critical balance. DOI failed to show a deficiency in the existing laws and regulations and failed to take adequate input from states and other stakeholders, even though an analysis of the rule suggested nearly 80,000 coal mining jobs and 300,000 related jobs could be at risk.

DOI’s Venting and Flaring regulation was adopted as part of former President Obama’s Climate Action Plan. The final rule would require additional and costly measures for oil and gas activities on federal and Native American lands. The costs of this rule will be borne not only by the directly regulated companies, but by those who depend on these energy resources to power their facilities and operations. As the National Association of Manufacturers noted in its comments on the rule, it fails to accurately account for both technological and market realities and limitations.

The FAR Council’s Blacklisting Rule requires federal contractors, including subcontractors, to report any violations or mere allegations of violations relating to federal and state labor laws. Unproven allegations of labor violations would be considered as part of a contract awarding process. This requirement changes the longstanding process by which suspension and debarment for federal contractors occur and is so strict that the Department of Labor would be barred from doing business with itself due to allegations of not properly paying employees overtime pay.

Manufacturers by far have the heaviest regulatory burden of any industry in the United States and must follow 297,696 individual restrictions at an annual compliance cost of $19,564 per employee. That compliance cost is double the amount per employee of all sectors of U.S. businesses. Manufacturers support smart regulations, but strongly oppose unnecessarily costly rules, duplicative mandates and regulations in search of problems that only serve as impediments to growth and innovation.

Please support the resolutions of disapproval for the Venting and Flaring rule, the SPR and the Blacklisting Rule.
